Determining if an agency or project should enter into an HMIS Comparable Database

This article is intended to assist agencies in determining if the agency &/or project is required to enter into an HMIS system or into a HMIS Comparable Database.

 

Who is required to enter into HMIS &/or HMIS comparable database

  • Non Victim Service Provider agencies receiving HUD McKinney-Vento funds (Emergency Solutions Grant or Continuum of Care) funds, Veteran's Administration (SSVF, GPD, HVHC, VASH*) funds, HOPWA funds, Runaway and Homeless Youth (RHY) funds, PATH funds, and other programmatic funds determined by local funders are responsible for entering, managing, and storing project data in a local HMIS database. The local HMIS software and databases are selected by CoC Lead Agencies (There is only one HMIS per CoC).
  • Victim Service Provider agencies receiving HUD McKinney-Vento funds (Emergency Solutions Grant or Continuum of Care) funds are responsible for entering, managing, and storing project data in an HMIS comparable database.  Each VSP may determine the best software for their HMIS Comparable database.

What is a Victim Service Provider agency?

HUD's definition is "Victim Service Provider (VSP) is defined as a private nonprofit organization whose primary mission is to provide services to victims of domestic violence, dating violence, sexual assault, or stalking. Such term includes rape crisis centers, battered women’s shelters, domestic violence transitional housing programs, and other programs."

 

Should my agency (project) use the local HMIS or should my agency (project) use our own HMIS comparable database?

Once it has been determined that data does need to be entered into either the local HMIS system or by an HMIS comparable database, determination on which type of system (HMIS or HMIS comparable) is required can be more easily decided upon by using HUD's HMIS Comparable Database Decision Tree guide.
