LSA/SPM Federal Reporting Data Preparation Guide

This tipsheet is designed to help HMIS@NCCEH users to complete all the steps needed to prepare data for the end of the federal year reporting (LSA and SPM).

What is the LSA?

The Longitudinal System Analysis (LSA) is a federal report submitted to HUD informing the Annual Homelessness Assessment Report to Congress.   As the HMIS Lead, NCCEH is responsible for running the official LSA report on behalf of each CoC, but each user and agency is responsible for ensuring your projects' data on the report is as accurate as possible.   Projects will be responsible for cleanup by running a series of data quality reports within specific reporting periods.

What is the SPM?

The System Performance Measures (SPM) is a federal report submitted to HUD that examines the performance of the local coordinated system of homeless assistance programs.  As the HMIS Lead, NCCEH is responsible for running the official series of SPM reports on behalf of each CoC, but each user and agency is responsible for ensuring your projects' data on the report is as accurate as possible.   Projects will be responsible for cleanup by running a series of data quality reports within specific reporting periods.

What projects does this impact?

The federal reports pull data from specific continuum projects regardless of funding source. The chart below outlines which project types pull for each report.  If you are unsure of your project type, please reach out to the Data Center Helpdesk (hmis@ncceh.org).

Can I Submit Report if Indicates Any Type Errors, Missing Data, etc.?

All of the reports contain some type of explanation to assist in reading the report results. Utilizing these tools will provide detailed guidance to assist in correcting client record data.

Before submitting to NCCEH, the Agency Admin, or authorized staff, must ensure that all errors, missing data, etc. have been corrected or they will be verifying as accurate.

  • Do not submit reports that contain any errors, missing data, etc. until the below steps have been completed:
    • After attempting to resolve errors, if assistance is needed contact the NCCEH Help Desk and provide the following information:
      • Attach report needing assistance with to email sent to NCCEH Help Desk
      • Specify row(s) that contains error
      • What have you done to attempt to resolve error

While not required, it is strongly encouraged Agency Admins and HMIS users working with LSA/SPM projects to be in attendance.   These will be recorded at available online within 24hrs to the NCCEH News Archive
