HMIS Point-In-Time & Housing Inventory Count Process

The 2025 PIT Count will be in January 2025.

This article is specifically about the instructions for HMIS Participating ES, TH, RRH, PSH, and OPH projects. Please contact your CoC Lead for information about unsheltered or non-HMIS participating/DV/ beds.

 

PIT/HIC Definition of Terms

The Point-in-Time (PIT) Count is a one-day unduplicated count of sheltered and unsheltered homeless individuals and families in the country. 

HUD requires that all Continuums of Care conduct a Point-in-Time Count each year during the last ten days of January. Programs that have beds dedicated to serve homeless individuals and families also conduct a bed inventory for the Housing Inventory Count (HIC). 

  • Durham and Orange CoCs will count on January 27th
  • NC Balance of State CoC will count on January 29th

Agencies using HMIS (all homeless dedicated ES, TH, RRH, PSH, OPH project types)

Agencies that participate in HMIS will follow a very similar process to review and submit PIT and HIC data. NCCEH Data Center staff will pull reports, agency staff will review and correct data, and agency staff will submit finalized reports.

Quick summary of the 2025 PIT/HIC plan for the NC BoS CoC, Durham CoC, and Orange CoC:

For ES and TH Projects

  • Submit complete and accurate D007 - 0630a Sheltered PIT Report by February 5th.
  • Respond to Data Center questions about Project Funding, Bed and Unit Inventory, and Utilization

For RRH, PSH, and OPH Projects

  • Submit complete and accurate D006 - 0628 HIC Supplement Report by February 5th.
  • Respond to Data Center questions about Project Funding, Bed and Unit Inventory, and Zip Code location for most housed clients
